The Taipei suburb of Danshui is probably one of the coolest hangout spots in the city. It is a mix of river town, college town, and boardwalk fun. The city, like most others in Taiwan, had a succession of settlers due to its position at the mouth of the Danshui River. Its importance as a fishing village faded after the Chinese regained control after WWII, and the town comfortably found itself a popular weekend destination. People flock to the town and pick from the food stalls that line the streets to Fisherman's Wharf. There are some temples and museums to see in the town but your day is best spent wandering around and choosing what suits your fancy.
